However a &quot;no comment&quot; carries a moral and political hazard as it implies that the public is not to be trusted with the information and/or that the elected leader is unwilling to be transparent. 

Hiring and evaluating a superintendent is one of the most important functions under law for Ohio school boards. The TPS board has never published a performance evaluation for any superintendent - although Darlene Fisher during her time on the board attempted to get it done the right way and failed as the board disagreed – 3 of the current board members who served at the time would not document the superintendent’s evaluation.

The superintendent&#039;s evaluation is one way the public can judge the board&#039;s view of the district’s performance, what priorities the board has for the district and what challenges exist which must be addressed. Since the board has not developed a strategic plan they continue to lurch from crisis to crisis and frankly don’t want anyone to know just how dysfunctional they are as a group.

Hill is right when she says, &quot;she feels the integrity of the board is at stake.&quot; 

What are they afraid of and why do they put such little faith in the public while disregarding their obligations to their constituents?

As to overall transparency, most of the changes Ms. Sobecki describes came about due to efforts by Darlene Fisher and Robert Torres driven by public support in 2007-08. It&#039;s funny how changes that  which were initially opposed by folks like Sobecki now are cited as evidence of transparency. Transparency is more than making documents available or publicly announcing meetings. It is an attitude and a way of operation.

I could go on and on - but let&#039;s finish by saying always read between the lines and look behind the curtain when it comes to the TPS board. 

Anybody out there think the TPS board has been open, honest and transparent not to mention free of conflicts of interest?</description>
