Here we had a booming lively spot on the River, only to see it die a slow and miserable death at the hands of the same "city leaders",( or their spawns) we essentially have today. Therefore:expect only private enterprising citizens to initiate anything like what you mentioned above . Say like a Toledo Jeep Heritage Festival ?!
